If States Win, It Will Cost Consumers $80 Billion

A study performed by a research company that gets a ton of business from Microsoft is now saying that if the remaining states still pushing for penalties from Microsoft win, it will cost consumers $80 billion. Obviously, knowing who's paying the bills at the research firm, I'd take this study with a few grains of salt. I'd also be interested in their methodology for determining the $80 billion number. Do they have a "control" also where they explain how much more we're paying for Microsoft software thanks to their monopoly power?
