Government Discovers Whitelisting

We've already written how politicians are shunning email as they get overwhelmed by spam, but now it looks like government agencies are thinking about keeping the emailing riff-raff out. There's talk about implementing a proposal where government agencies would create "communities of trust" where only those people could email each other. Out here in the real world, these are called "whitelists" and are fairly common among lots of people. The problem, though, is that the government folks haven't figured out how to let someone outside that "community of trust" email into it. Perhaps someone should point out to them that there are things such as "challenge-response" -- even if there are problems to such solutions as well.
