Microsoft Thinks Phishing Is A Local Matter?

Microsoft announced last week that they were going to offer up an anti-phishing toolbar at some point, which isn't really that interesting. After all, there are already a bunch of anti-phishing toolbars out there. Obviously, having Microsoft's backing might help it get a bit more attention, but otherwise the story is pretty boring. However, they officially released it on Wednesday with one surprise: it's only available to US users, leaving others out in the cold. It's not clear why phishing should be a local thing. Don't users across the globe get hit with the same attempts at being phished?
